Stop delivering a webhook to an endpoint

DELETE 
/api/v1/webhooks/:webhook_id/routes/:endpoint_id

remove_webhook_route. Succeeds whether or not the route existed; the owning endpoint always stays a target. Works on a revoked endpoint's webhook too, since its routes still deliver.
